How on EARTH does this sort of thing happen? Ok, yeah, we have lots of illegal immigrants. its a problem.
Good idea #1: how about we NOT give them jobs at the FBI and CIA?? hmm?
Good idea #2: If the "undocumented migrant" happens to be from Lebanon, and you simply HAVE to give her a job with the CIA, how about recognizing a HUGE conflict of interest and assign her to... oh, ANYTHING EXCEPT HIZBALLAH!!!.

Wow, I just can't imagine how these minor matters of her sham marriage and brother-supporter of Hezbollah were missed on the extensive background check that FBI and CIA employees are supposedly put through. Perhaps she was some sort of contractor, but nevertheless, how does she get to classified documents without a clearance?
You're right, though, in that apparently no one dared to question her loyalties for fear of repercussions. Imagine the potential liability of questioning the loyalties of a Muslim FBI/CIA agent of middle-eastern decent. Of course, you could question all those agents of Swedish descent, no problem.
However, I don't think they are morons. The folks who had some opportunity to remedy the situation have probably had their hands tied by the rules (remember the famous wall between agencies from the Clinton years), put in place by those in the upper echelons, who in turn take their direction from Congress. We are truly hanging ourselves by our own petard.
